Affiliation Agreement with Craig HomeCare.

Recommended Action: Approve the agreement, and authorize the Chairman to sign.
The Sedgwick County Developmental Disabilities Organization (SCDDO) enters into agreements to subcontract Intellectual and Developmental Disability (ID/DD) services in Sedgwick County to organizations and individuals that have met Social and Rehabilitation Services (SRS) and CDDO standards. This agreement provides the ability to bill Medicaid directly and/or receive payment from Sedgwick County for services provided for eligible individuals through August 31, 2012. Craig HomeCare is affiliating to provide specialized medical care in order to bill Medicaid for services rendered.
Analysis: SCDDO is required to contract with qualified providers that have been chosen by an individual who is eligible to receive the services and that have been licensed to provide services by SRS when applicable. Affiliation with Craig HomeCare is cost-neutral as
funding is provided on a per-person basis regardless of which provider a person chooses. The services in this agreement will be billed directly to Medicaid.
Alternatives: Per the Developmental Disabilities Reform Act (39-1806 c.5), SCDDO is required to contract with qualified providers who have been chosen by an individual eligible for services. The affiliation with Craig HomeCare is necessary due to individuals selecting the agency for their services. Craig HomeCare has met the necessary contracting requirements.
Financial Considerations: Craig HomeCare will bill Medicaid directly for services provided. Because the ID/DD service system works on a reimbursement basis, funding will not be paid to providers until after the service has been provided and verified. Contracting with Craig HomeCare is cost-neutral as funding is determined on a per-person basis as opposed to funding of individual agencies.
