Title

Renewal Agreement with United Methodist Youthville for Functional Family Therapy.

Body

Recommended Action: Approve the agreement and authorize the Chairman to sign.

Background: United Methodist Youthville was awarded a grant last year through the County Crime Prevention Fund to provide the Functional Family Therapy (FFT) program, which is an important part of the crime prevention continuum in Sedgwick County. It is a Blueprint Model Program, and is a highly effective family therapy model proven to reduce recidivism for juvenile offenders. The focus is on increasing parental supervision and involvement in a way that matches to the family so that changes continue over time. Referrals to the program are drawn from the Juvenile Intervention Program, Juvenile Probation, Juvenile Field Services, the Juvenile Intake and Assessment Center, Home-Based Supervision Program, and the Detention Advocacy Service programs.

FFT is monitored regularly by the COMCARE Contract Administrator to measure service delivery, service quality, and program administration. The program is required to submit quarterly reports on performance outcomes, and receives quarterly site visits.

This contract is a renewal, and no substantive changes were made this year.

Alternatives: Should this contract not be renewed, the crime prevention system in Sedgwick County would lose a vital service that has proven to be effective in reducing recidivism.

Financial Considerations:

Cost:                                                               $187,952.00

Funding Source:                     36001-110 County Crime Prevention Fund

Term:                                                               07/01/12-06/30/13

Legal Considerations: The authority for this action is K.S.A. 19-101 and a simple majority vote is required.

Policy Considerations: All Sedgwick County policies were followed in the development of this renewal agreement.
