Recommended Action: Approve the recommendation to hire an APRN above the pay range minimum.
Background: The starting salary for an Advanced Practice Registered Nurse (APRN) at COMCARE is $63,107.00. The department conducted a search for a qualified applicant for their APRN vacancy following a resignation and would like to extend an offer of $75,000.00 to the selected candidate.
The candidate brings with them over twelve years of experience as a psychiatric nurse practitioner and has an extensive history of working with clients who have a mental illness, including both adults and children. The recommended salary is commensurate with other COMCARE staff APRN's with similar experience.
Alternatives: If this person were not hired, the search for another qualified candidate would continue. However, this would result in a large caseload of clients having a significant wait time before seeing a first provider in the clinic.
Financial Considerations: Salary and benefits for the minimum of the range annualize to $89,914.00. The requested salary of $75,000.00 falls between the minimum ($63,107) and midpoint ($77,658) of the pay range and increase the annualized salary and benefits to $103,978.00. The difference between the requested salary/benefits and the salary/benefits at the range minimum is $14,064.00.

Legal Considerations: The authority for this action is K.S.A. 19-101 and a simple majority vote is required.
Policy Considerations: County Policy 4.2001 states:
The hiring wage rate is normally at the minimum of the position's salary range. A hiring wage rate up to ten (10) percent of the minimum may be paid with the County Manager's approval. Hiring wage rates more than ten (10) percent of the range minimum will require approval from the Sedgwick County Board of Commissioners.
