Amend the 2012 Capital Improvement Program (CIP) to include design, replace roof and HVAC roof top units for the Sedgwick County Extension Center.

Recommended Action: Approve the amendment to the CIP.
Facility Project Services has submitted a CIP Amendment Request to initiate the Design Phase of the project to Replace the Roof and HVAC Roof top Units at the Sedgwick County Extension Center.
Two separate projects to replace the roof at the Sedgwick County Extension Center and the HVAC Roof Top Units for the Extension Center have been in the five year Capital Improvement Program for some time as the roof has had a history of leaks that have required regular repair and several of HVAC Roof Top Units have failed and required replacement. Both projects were approved and included in the 2010 CIP Capital Budget but were later deferred as a cost saving measure. In both the 2011-2015 and 2012-2016 CIPs, the projects were then planned for 2013. To attempt to assure the best possible integrity of the new roof, Facilities and Facility Project Services have always intended to design and bid the projects together. Following CIP committee discussion of this subject, the projects were combined in the current draft of the proposed 2013-2017 CIP. In order to accelerate the construction phase of the project in 2013 and respond to recent concerns, this request proposes to begin the design phase of the project now to be able to bid and award the construction phase in early 2013.
Alternatives: The design phase could be initiated in 2013.
Financial Considerations: Cost of the proposed 2012 design phase is estimated at $33,981. The construction phase of the combined roof and HVAC project is currently included in the 2013 CIP with an estimated cost of $865,673. The total cost of the entire project is $899,654.
