Authorization to hire a DIO Applications Manager for the Metropolitan Area Building and Construction Department (MABCD).

Background: The consolidation of the County Department of Code Enforcement and the City Office of Central Inspections resulted in the new Metropolitan Area Building and Construction Department (MABCD). Part of this consolidation effort is incorporating the County into the City permitting software. Therefore, the request is to create a position for a DIO Applications Manager and proceed with filling the position.
Analysis: The Hansen 8 permitting software is used by multiple city offices and can be configured to support the unique county functions. The Hansen 8 parent company (INFOR) has been obtained to create some of the specific "county only" applications. There is a demand on this permitting software for configuration changes and to implement the needs of Sedgwick County. In addition, the Hansen system provides an avenue for internal data gathering and retrieval, permit and license applications, a dynamic portal where customers can access and do business remotely, an IVR system that allows customers to schedule appointments via telephone key pad, and a remote functionality to allow inspectors to conduct field operations using laptop computers.
All of this functionality is critical to the customer and to the County's internal business process. Aside from Hansen, an IT level position is needed to update and maintain a website for MABCD customers to access and will be expected to provide internal and external training. Finally, this position will serve as the MABCD liaison to both City and County DIO areas as well as to the INFOR company. There currently is no designated IT member in either City or County IT departments that can be dedicated solely for these listed purposes. Over time, this position will also work to cross train other member(s) of Sedgwick County DIO regarding Hansen and MABCD technologies.
