RESOLUTION AUTHORIZING THE CLOSING OF 24TH ST. NORTH AT A POINT A HALF MILE EAST OF 143RD ST. EAST (DISTRICT 1).

RECOMMENDED ACTION: Approve the resolution and authorize the Chairman to sign.

24th St. North within the Southwest Quarter of Section 1 in Minneha Township was constructed as a suburban standard gravel road serving adjacent large lots. At the time of construction, it was expected to serve no more than 15 homes. There are currently 7 homes immediately adjacent to the gravel road.
When Monarch Landing (a portion was subsequently replatted as Monarch Landing 2nd Addition) was platted within the corporate boundary of Wichita, the internal street system was connected to the east end of 24th St. in the unincorporated area of the county. Monarch Landing was platted for urban density with paved streets. When the street connection was made, the gravel portion of 24th quickly became a popular short cut for contractors and residents of Monarch Landing.
For several years, the residents and Minneha Township have struggled with deterioration of the gravel road from high traffic volumes as well as safety issues from excessive speeds and washboarding. Traffic counts taken in the area show that there is a significant traffic volume that is passing through the area to access Monarch Landing. Residents adjacent to the gravel road, some residents in Monarch Landing, 2nd Addition and the Minneha Township have requested that the connection to Monarch Landing be closed.
Public Works studied the traffic patterns in the area, the condition of the road and other access points available to serve the area. In July, Public Works temporarily closed 24th St. North at the west line of Monarch Landing (Wichita City Limit).
