Title
REQUEST FOR TWO ADDITIONAL FULL TIME POSITIONS.
Presented by: Bill Meek, Sedgwick County Register of Deeds.

RECOMMENDED ACTION: Management does not recommend. Mr. Meek recommends approving the addition of one full time position and restoration of one held position for the 2014 staffing table for the Register of Deeds office.

Body
Two full-time Range B219 Positions
Cost:  Position:      30,581.89
          Position:      30,581.89
         Total            61,163.78
Alternatives:   1. Not approve the restoration of 1.0 FTE position and addition of 1.0 FTE position
                 2. Not approve the request at this time; reconsider the need after the new law has been put into effect January 1, 2015 and a determination can be made regarding its actual effect on rejection rates, staff workloads, and the timeliness of responses to customers who submit incorrect recording fees.
Financial Considerations:  A transfer of $61,163.78 would need to be made from the Operating Reserve to support these positions for the remainder of 2014, as even without these positions the 1st Quarter Financial Report for 2014 projects a deficit of $24,174 in the Register of Deeds personnel budget for 2014 related to position reclassifications authorized in Fall 2013.
The full-year cost of these positions in 2015 is estimated to be $114,229.  If approved, this amount would need to be added to the 2015 budget currently being developed by the county manager.
Legal Considerations:
Policy Considerations:   Because of severe 2015 funding restrictions this  request must be weighed against those of public safety agencies such as the Sheriff, District Attorney, and EMS for added staff to deal with increased workloads.  Given the scarcity of resources and the Commission's goal of adopting a 2015 budget that has no deficit, county management considers this request to be lower priority and thus does not recommend approval.
