Approval to sponsor an agreement between the Board of County Commissioners and McConnell Air Force Base (AFB), United States Air Force (USAF) for participation in the 2012 "Wings Over McConnell" air show.

Recommended Action: Approve the agreement.
Background: "Wings Over McConnell" will be held September 29th and 30th. Doors to the base will be open to the public to showcase the capabilities of the United States military branches and government agencies. The event is free and open to the public. The world famous Air Force Thunderbirds and the Army Golden Knights will be the highlights of this year's air show.
Alternatives:
Financial Considerations: Budget authority of $10,000 to be transferred from the Board of County Commissioners Contingency (77003-110) to Culture & Recreation - Community Programs fund center (56001-110) to provide funds for the 2012 "Wings Over McConnell" sponsorship.
Legal Considerations: K.S.A. 19-101 provides authority for this action. A simple majority vote is required. This is the first agreement of this type with McConnell.
