In 2011, Sedgwick County assumed responsibility for the administration of the Shelter Plus Care grant from the City of Wichita. The Sedgwick County Housing Department partners with COMCARE of Sedgwick County, Miracles INC. and Positive Directions INC., to provided tenant based rental assistance to promote residential stability for those with severe and persistent mental illness, substance abuse disorders, and/or HIV/AIDS. The Housing Department receives federal funds from HUD to administer the Shelter Plus Care Program. A family/individual issued a rental certificate is responsible for finding and selecting a suitable rental unit of their choice. Rental units must meet minimum standards of health and safety, as determined by the HUD regulations.
Financial Considerations: A rental subsidy is paid directly by the Housing Department to the landlord on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. The rent subsidy amount is determined at the current tenant’s annual recertification. All tenants go through an annual recertification process to determine if they are still income eligible for the program. The rent amounts do not come out of Sedgwick County funding.

Legal Considerations: Legal considerations - The McKinney-Vento Homeless Assistance Act (previously known as the McKinney Act), signed into law on July 22, 1987, is the authorizing legislation for the Shelter Plus Care program. Approval is by simple majority vote.
