An employment agreement with Dr. Timothy Gorrill to provide Forensic Pathology Services.

Recommended Action: Approve the agreement and authorize the Chairman to sign.
 
Background: The Pathology Division of the Regional Forensic Science Center is responsible for the investigation of death, including the determination of the cause and manner of death, in cases of sudden, traumatic, and unexplained deaths or other types of deaths that come under the jusridiction of the District Coroner.  To perform these duties, the Forensic Science Center is authorized 3 pathologist FTE's.  The current staff consists of two full-time pathologists [District Coroner and Deputy Coroner], with the three FTE vacant.  Dr. Tim Gorrill, a well qualified forensic pathologist, has been recruited to fill the open position.  He is expected to commence his duties on or about 1 August 2012.  
 
Alternatives:  Not engage services of Dr. Gorrill and perform only Sedgwick County cases and lose the off-setting revenue which covers the cost of the additional pathologist.  In addition, lose the surge capacity afforded to Sedgwick County with the third pathologist.
 
Financial Considerations:  The cost of the position will be covered by a combination of the budgeted salary of the open position and transfer of Department salary savings, to cover the one-time expenses [eg house hunting and moving expenses].

Legal Considerations: The employment agreement has been approved as to form by the County counselor's Office.
