Approve the amendment to the CIP to close the two projects.
Facilities has requested that two projects originally approved as part of the 2010 Capital Budget be closed out without proceeding to the construction phase. In each case, the proposed project was evaluated by either a preservation expert or an architect engineer. After reviewing the findings for the two projects, Facilities staff and the respective consultants determined that it was not appropriate to proceed further.
The first project is Stone Treatment/Repair-Historic Courthouse. In the fall of 2010, Facilities retained the services of Speweik Preservation Consultants, Inc. (SPC) to make recommendations on how best to maintain the Historic Courthouse exterior stone masonry. The State Historic Preservation Office and the Wichita Historic Preservation Department, who must ultimately approve any preservation work, rely heavily on the professional opinion of SPC for such projects. SPC recommends nothing be done to the stone at this time. For that reason, no further work or expenses will be incurred related to the stone treatment CIP project. A total of $6,273.71 has been expended.
The second project recommended for closure is Elevator Modernization in the Historic Courthouse. After a review by the architect, staff determined that although the Historic Courthouse elevator hoistway and machine room equipment was over 30 years old and utilizing comparatively antique equipment, the safety, reliability, speed and even useful life would not be improved as a consequence of modernization. For those reasons, Facilities determined it would not be prudent to spend the money for the modernization. A total of $1,197 has been expended.
Alternatives: Disapprove the request and direct staff to find an alternate fund source.
