Consideration of the fiscal year 2012 area plan change for the Kansas Department on Aging (KDOA).

RECOMMENDED ACTION: Approve the Fiscal Year 2012 Area Plan amended budget amounts and authorize the Chairman to sign.
Summary and Timeline: Central Plains Area Agency on Aging (CPAAA) has been receiving Older Americans Act Federal funding for 32 years. The Kansas Department on Aging requires all Area Agencies on Aging to submit an Area Plan change when they received notification of the actual Federal Award amounts.
When any Area Plan is constructed for first approval, the numbers used for budgeting purposes are estimated allocations of Kansas Department on Aging from the Administration on Aging . At some point during the year the Kansas Department on Aging will receive the actual allocations numbers prior to July 1 of the current fiscal year and an Area Plan change must be made to reflect the actual numbers. At this same time the Area Agencies on Aging will also reflect any other changes that may be required for the current fiscal year.
Alternatives: Not approving the amended budget amounts would risk the funding for critical programming for seniors and caregivers in Sedgwick, Harvey, and Butler Counties.

Legal Considerations: The Older Americans Act of 1965 established the Administration on Aging and called for the creation of state units on aging (including KDOA/KDOADS) and authorized area agencies on aging (including CPAAA). The current federal law may be found at 42 U.S.C. 3001 et. seq. (Public Law 109-365). Approval to amend the budget for actual allocations may be authorized by majority vote.
