Financial Considerations: The overall cost of the project is $116,000,000.  The Sedgwick County share is ten percent of the actual cost of construction or $11,600,000.   The State agrees to be responsible for all costs that exceed $11,600,000.  As specified in Article III of the agreement, the County will commit its federal Surface Transportation Program (STP) fund allocation of $3,100,000 in years 2016, 2017 and 2018 to the project and supplement it as follows.    
 
      2016    Federal STP Funds allocated to Sedgwick County - $3,100,000, Bonds - $900,000, total $4,000,000
      2017    Federal STP Funds allocated to Sedgwick County - $3,100,000, Bonds - $900,000, total $4,000,000
      2018    Federal STP Funds allocated to Sedgwick County - $3,100,000, Bonds - $400,000, total $3,600,000
 
Legal Considerations: The BoCC is authorized to make all contracts in relation to the property and concerns of the county under K.S.A. 19-101 fourth; and to perform such duties as required by law concerning roads under K.S.A. 19-212 Ninth. Under K.S.A. 12-2908, the BoCC may enter into contracts with other cities or townships to perform any governmental service, activity or undertaking that each entity is authorized to perform.
