Title
Agreement with Sumner Mental Health Center for after-hours emergency services.

Body
Recommended Action: Approve the agreement and the letter of termination, and authorize the Chairman to sign.

Background: As a licensed community mental health center, Sumner Mental Health Center must provide 24-hour mental health services for consumers in Sumner County. Sumner County has contracted with COMCARE to provide some after-hours services for a number of years, but because of the Governor's Mental Health Initiative (GMHI) Regional Implementation Plan, a new contract was required. The new agreement reflects changes in services and rates, and Sumner's contract is now consistent with the agreements being processed by COMCARE with the other regional partners as part of this initiative.

This agreement outlines the terms and conditions under which services will be provided. Services include professional inpatient pre-admission screening and after-hours emergency services Monday through Thursday 5:00pm-8:00am and 5:00pm Friday to 8:00am Monday. Current COMCARE staff will handle the delivery of these services.

Alternatives: If the termination letter and new agreement were not approved, the previous contract with Sumner would continue to operate. The changes in rate structure and services would not take effect and COMCARE would not be in compliance with the GMHI Regional Implementation Plan.

Financial Considerations:
Revenue: Sumner will pay COMCARE an $800.00 administrative fee per month, in addition to $35.00 per inpatient screen, and $2.00 per minute of phone and face-to-face after-hours emergency services.
Funding Source: 310036-14
Term: 10/15/13-09/30/14

Legal Considerations: The authority for this action is K.S.A. 19-101 and a simple majority vote is required.

Policy Considerations: All Sedgwick County policies were followed in the development of this agreement.
