Recommended Action: Approve the expenditure.
Since 2002, the County and City of Wichita have engaged in a partnership effort to locate a joint military training center in Wichita. The current project will bring together consolidated elements of the Kansas National Guard (KNG) and the Marine Reserves in a center that will support 8 distinct units and 674 authorized personnel. Construction started in FFY 2011. The City has provided approximately 30 acres in the vicinity of I-135 and K-96 for the training center. Federal guidelines for these kinds of National Guard/Reserve projects allow payment for design and construction of the military components, but not for basic site infrastructure. The County and City developed an understanding and an agreement to equally fund the design, development and construction of necessary infrastructure to make the site useable. The County has allocated a maximum of $1,911,562 to the project. Approval to expend County funds for completion items is pending. The remaining expenditures are $253,569.48 for engineering, survey, inspection and materials testing; $1,248.50 for final site restoration and $ 706.92 for miscellaneous fees and expenses. Final project expenditures are $255,524.90 with the County's share being $127,762.45. The County received a detailed invoice from the City of Wichita (lead agency) on November 18, 2011. The County's final funding support to the project (inclusive of this final expense) is $1,437,030.17. This payment will complete Sedgwick County's funding obligation to the Heartland Infrastructure Project.
