RECOMMENDED ACTION: Approve the adjustment.

Background:
Sedgwick County is a professional organization where competent professionals are required to deliver quality public services. As ERP Department staff becomes more proficient at their jobs, they become more attractive to other organizations who run SAP, and to consulting firms. Pay for ERP Analysts in Sedgwick starts at $63,107 on level 1 and ends at $90,401 on level 14 of Band IV. This range allocation is adequate on today’s job market for SAP professionals working in the public sector. What’s inadequate is the lack of mechanism to change an analyst’s pay to reflect the stages of their professional development under the normal pay adjustment schedule. This agenda item proposes an out-of-cycle market pay adjustment for one ERP analyst (Kori Reep, SAP Basis Administrator) who has achieved market level skill sets and performances.

Analysis:
Through performance evaluations, the ERP Director and Chief Information Officer concluded, and ERP Steering Team members (Assistant County Manager, HR Director and CFO) concurred, that the ERP Analyst have demonstrated market level knowledge, skills and abilities through implementation of SAP projects primarily with County staff. The performance evaluation is based on examination of the analyst’s knowledge, skills, and abilities in the following areas:
1. Knowledge of SAP and Technical Skills|109|Improved Business Processes Through the Application of Analyst’s Knowledge and Skills
3. Production Support Ability
4. Customer Satisfaction

Alternatives:
The Board of County Commissioners could choose not to carry out established personnel procedures and run the County’s ERP operations without allowing market pay adjustment to reflect the market value of ERP Analysts, in which case the County would continue to react to ERP staff turnover after ERP staff have taken actions to pursue other employment opportunities.
