Recommended Action: Approve the hire.
On January 1, 2013, the City of Wichita Office of Central Inspection merged with the Sedgwick County Code Department forming the Metropolitan Area Building and Construction Department (MABCD). Sedgwick County was designated as the "managing" entity for the consolidated work unit.
One of the first critical steps in the consolidation was to integrate Sedgwick County Code Enforcement operations into the Hansen 8 permitting software system used by the Office of Central Inspection, allowing MABCD to use a single, unified system. On January 7, 2013, Sedgwick County MABCD "went live" on the Hansen 8 system, using the new software to support operations. Currently, there is not an Information Technology professional dedicated to the development needs of the county. The City of Wichita, which manages the system, has limited resource to support for Sedgwick County's needs. MABCD urgently needs developmental support along with the ability to enhance the present functionality of the software.
Funding from the City of Wichita Central Inspection Special Revenue Fund was approved to reimburse Sedgwick County for the cost of the Senior Applications Manager position. Due to the specialized nature of Hansen 8 we only accepted applicants who had previous experience with development of the software. We are asking for a salary above the posted amount which was the entry level of B327. All applicants interviewed had varying degrees in computer technology experience as well as varying degrees of Hansen 8 software experience. The entry level salary posting for the position was $54,614 and we would like to offer this applicant $70,500 due to the valued experience brought to the position.
