Affiliation Agreement with Trust Home Care.

Recommended Action: Approve the agreement and authorize the chairman to sign.
The SCDDO enters into agreements to subcontract MR/DD services in Sedgwick County to organizations and individuals that have met SRS and CDDO standards. This agreement provides the ability to bill Medicaid directly and/or receive payment from Sedgwick County for services provided for eligible individuals from June 1, 2010 through August 31, 2010. Trust Home Care is currently providing Specialized Medical Care as a service and started this service on June 1, 2010. This contract will allow the agency to bill Medicaid for services rendered.
Analysis: The SCDDO is required to contract with qualified providers who have been chosen by an individual who is eligible to receive the services and who have been licensed to provide services by SRS when applicable. Affiliation with Trust Home Care is cost-neutral as funding is provided on a per-person basis regardless of which provider they choose.
Alternatives: The SCDDO is required to contract with qualified providers who have been chosen by an individual eligible for services.
Financial Considerations: Trust Home Care may receive payments directly from Sedgwick County (32011-251 Consumer Services) and/or bill Medicaid directly for services provided. Because the MR/DD service system works on a reimbursement basis, funding will not be paid to providers until after the service has been provided and verified. Contracting with Trust Home Care is cost-neutral as funding is determined on a per-person basis as opposed to funding of individual agencies.
