Recommended Action: Approve the amendment and authorize the Chairman to sign.
 
Background: The Taskforce to End Chronic Homelessness (TECH) was established to identify barriers to housing and determine a permanent resolution to end chronic homelessness in Sedgwick County. The outcome of TECH's work became the Sedgwick County 10-year plan to end chronic homelessness, with one of the goals being the development of a Resource and Referral Center for the homeless. Sedgwick County has contracted with United Methodist Open Door (UMOD) to aid them in their mission to develop and operate this Center. The proposed amendment does several things to make this contract more effective for both parties. First, the compensation section was restructured so that UMOD will receive quarterly payments following their submission of outcome reports. Compensation amounts were not changed. Appendix A was amended for the inclusion of the debarment provision, and Appendix B was revised for updated performance outcomes so that the services UMOD provides can more accurately and effectively be measured.
 
Alternatives: The proposed changes make this contract a more effective tool for both parties, particularly in terms of outcomes, which required updating.

Legal Considerations: The authority for this action is K.S.A. 19-101.  A simple majority vote is required.
 
Policy Considerations:All Sedgwick County policies have been followed in the development of this amendment.
