Public Works has requested a CIP amendment to accomplish the design of Phase 1 of a project to address drainage issues in an area southwest of Haysville.
Sedgwick County has completed a study of the drainage basin along Meridian from about 71st St. South to the Sumner County line. The planning study, originally approved as a CIP amendment in 2008, recommends drainage improvements be completed in the area in three phases over a 30 year period. Completion of the Phase 1 Design would further refine the scope and cost of the project. Funding for Phase 1 right of way acquisition, utility relocation and construction of the project has been included in the planning years of the 2013-2017 Capital Improvement Program.
Public Works staff indicate Phase 1 design would provide detailed construction documents, permit documents, regulatory approvals and detailed cost estimates for a project that would improve drainage from 71st St. South to 87th St. South on the west side of Meridian. Public Works staff note the area is extremely flat and that the poor drainage negatively impacts the quality of life for existing residents and inhibits further growth in the area. Additionally the poor drainage along Meridian is detrimental to the County's existing and future road infrastructure along Meridian and the cross streets that intersect it. Finally, the area southwest of Haysville has been identified as having high potential for development.
Alternatives: The design phase of the project could be deferred.
Financial Considerations: Cost of the Design of Phase 1 including a contingency is estimated at $145,000. Public Works staff recommended source of funds is a transfer from D11 Phase 1, Fund Center: 23969-234, the recently completed 2008...
