RECOMMENDED ACTION: Approve the range reallocation.

Body
One of the hallmarks and reasons for the success of the County's Call Center is the assurance each Call Center Specialist has that they are on equal footing with their peers in the group, and that no matter which department they came from, their standing, work load, expectations and pay range do not differ from everyone else on the team. To that end, as the four positions move from the Division of Human Services (DHS) to the Call Center, we need to reallocate their salary ranges to match those already in the Call Center and have that reallocation be made retroactive to their beginning dates. There is an annual cost increase associated with the reallocations, but these are more than made up for by the elimination of two DHS positions which this move made possible.

Alternatives: To not approve the range reallocations, resulting in disparities in pay among staff within the same job class

Financial Considerations:

Additional cost for 2011 (reallocation is retroactive to 10/5 for position 20003135, 11/1 for positions 20001085 and 20003138, and 11/7 for position 20003134): $4,906
Additional cost for 2012: $26,635
Savings by eliminating two DHS positions: $72,681
2012 net savings: $46,056

As of the review date of this agenda item, it is anticipated that the 2011 financials will be closed by January 11, 2012. As such, all costs, including the retroactive pay listed above, will be applied against the Call Center's 2012 personnel budget.
