Background:                   
The starting salary for an ERP Business Analyst is $63,107. The department conducted a search for a qualified applicant for their vacancy following a resignation and would like to extend an offer of $74,000 to the selected candidate.
Analysis:
The candidate brings 15+ years of experience with SAP.  The recommended salary is commensurate with the candidate's level of experience.            
 
Alternatives:
Elect not to approve the request.  The department would have to continue searching for qualified candidates resulting in delayed implementation of many related projects County-wide.
Financial Considerations:       
Salary and benefits for the minimum of the range annualize to $89,914. The requested salary of $74,000 falls between the minimum ($63,107) and midpoint ($77,658) of the pay range and increases the annualized salary and benefits to $102,167.  The difference between the requested salary/benefits and the salary/benefits at the range minimum is $12,253.
 
Due to ERP Business Analyst vacancies, current cost projections indicate that ERP will remain within its 2013 adopted budget for personnel expenditures if this request were approved.
Policy Considerations:
Policy 4.2001 states: The hiring wage rate is normally at the minimum of the position's salary range.  A hiring wage rate up to ten (10) percent of the minimum may be paid with the County Manager's approval. Hiring wage rates more than ten (10) percent of the range minimum will require approval from the Sedgwick County Board of Commissioners.
