Recommended Action: Approve the agreement and authorize the chairman to sign
Background: Care Level II screenings, or Pre-Admission Screening Resident Reviews
(PASRR), are required by Medicaid to determine whether or not a person is appropriate to
reside or continue to reside in a nursing facility. The SCDDO performs screens on individuals
with developmental disabilities that meet this criteria.
Analysis: The SCDDO has a staff member that is liaison to State and other institutions and is trained in
performing the PASRR screens. There is also a backup staff member trained in administering
the screens. In the past year there have been 14 screens and revenue generated in 2010 from
the screens was $3,842.50. This agreement allows reimbursement to the SCDDO for
administering the screens.
Alternatives: CDDOs are not required to administer PASRR screenings. However, this has
been an important, albeit small role, for the SCDDO to play due to the variety of needs of the
population we serve in Sedgwick County.
Financial Considerations: Rates for administering the screens are $275.00 per screen. The
rate per screen increased as KHS eliminated reimbursement for travel to administer the
screens. In the past year the SCDDO has administered 14 screens. Estimated revenue for
state fiscal year 2012 is $3,850.
Legal Considerations: K.S.A. 19-101 is the authority for this action. A simple majority is required.
