REQUEST FOR APPROVAL OF APPLICATION TO KDOT FOR FEDERAL FUNDING TO CONSTRUCT AN OFF-SYSTEM BRIDGE ON 87TH ST. SOUTH BETWEEN HOOVER ROAD AND RIDGE ROAD. DISTRICT 2.

RECOMMENDED ACTION: Approve the application and authorize the Chairman to sign the KDOT Form 1302.

On August 5th, 2011, KDOT issued a call for projects requesting applications for construction of bridges that are eligible for Off-System federal highway funds. This call for projects is for the bidding of projects to be constructed with FFY 2013 funds. KDOT is making $8,000,000 available for use statewide in FFY 2013.
The proposed project is listed in the 2012-2016 CIP as B-465 and is currently scheduled for construction in 2015. The cost of design, right of way acquisition and any utility relocations would be paid by Sedgwick County. The cost of construction and construction inspection would be split between Sedgwick County and KDOT. Sedgwick County would pay 20% and KDOT would pay 80% with federal funds. Project construction and inspection are expected to cost $404,927. Sedgwick County's share would be $80,985 and the federal funding would provide $323,942.
If selected, design fees would be paid from CIP project B-464 in 2012 which is a set aside for off-system bridge design projects. The project is in the process of being added to the WAMPO Metropolitan Transportation Plan and the WAMPO 2012 Transportation Improvement Plan. Inclusion in both documents would be required before the project could be funded. If the project is selected by KDOT, the next CIP would need to be adjusted to move construction up to 2013.
Alternatives: Take no action and construct the bridge as scheduled in 2015.
Financial Considerations: Selection of the project by KDOT would require use of 2012 funds in B-464 for project design. The timing of construction of the project would need to be adjusted in the CIP from 2015 to 2013.
