Recommended Action: Approve the waiver.
Background:  DIO Technology Services, along with the Human Resources and Finance divisions, has made a conscious decision to fill some if not all future ERP Analyst vacancies with individuals with strong SAP skills (instead of hiring business experts and training them in the SAP field, as has been done in the past).  To do this, to bring in experienced SAP professionals who can hit the ground running and be immediately effective, will often require hiring with a salary at "market pay" levels which are nationally around the midpoint of our current ERP Analyst range.
In this specific instance, the salary is below what the previous employee in this position was earning.
Alternatives:
Financial Considerations:  Cost Center is 92015-110.  Position number is 20004026 and is funded for both 2012 and 2013.  No increase in budget is necessary. By policy, an starting salary which is above midpoint must be approved by the Commission. This requested starting salary of $81,000 is 4.3% above midpoint.
