Title
Amendment to the 2014 Capital Improvement Program:  Authorize Design of Bike/Ped Bridge and Repairs to Vehicular Bridge on Meridian over the Wichita-Valley Center Flood Control Project in 2014.  District 2.
Body
Recommended Action: Approve the amendment to the 2014 Capital Improvement Program

The Bridge Engineer has recently identified structural issues with the Meridian vehicular bridge over the Wichita-Valley Center Flood Control channel.  The County Engineer recommends that the design of the pedestrian bridge be moved up to 2014 and that it include design of bridge repairs for the vehicular bridge.  By combining the design work on these projects, the designs can take into account utility conflicts and constructability issues for both projects.  Overall costs can be reduced by the economies of scale.  Public Works recommends proceeding with the design as quickly as possible.  A consultant has been selected for the combined projects.  In order to proceed with the contract, the CIP must be amended.

Alternatives:  Take such action as the Board deems appropriate.

Financial Considerations:  The bike/ped bridge was programmed for $100,000 in 2015.  In order to move the design work up to 2014 and add design of bridge repairs on the vehicular bridge, the funds will be moved from cost savings in two CIP projects that have already been completed.  Sources are:

      B-443: 21621-231            $37,643
      B-447: 21575-231            $112,357
      Total                        $150,000

Legal Considerations:  The Board of County Commissioners is authorized to amend the Capital Improvement Program under K.S.A. 19-120.
