Renewal Affiliation Agreement with the Mental Health Association of South Central Kansas.

Recommended Action: Approve the agreement and authorize the Chairman to sign.
Background: The renewal of this affiliation agreement allows the Mental Health Association of South Central Kansas (MHA) to receive payment from Medicaid for mental health services provided for adults and youth with a serious mental illness. Services are billed through COMCARE, as the community mental health center for Sedgwick County, and payment is made to MHA only after reimbursement funds are received from Medicaid. The Mental Health Association provides case management services for adults and children, attendant care, parent support, peer support, case conference, and psychosocial rehabilitation services. The services provided under this contract will follow all applicable standards as required by law, regulation, and accrediting agencies. Additionally, the contract was updated this year to incorporate requirements of the new Managed Care Organization (MCO's) coordinating care for Kansas residents who have Medicaid. Performance outcomes were also modified slightly to accommodate the new changes at the state level. These were the only changes made to the agreement this year.
Alternatives: The services provided under this agreement help support adults and youth with a mental illness, and without them, individuals may have delayed and/or decreased access to the services needed to keep them living successfully in the community.
Financial Considerations:
Cost: MHA provides approximately $5.5 million in services throughout the contract year.

Legal Considerations: The authority for this action is K.S.A. 19-101. A simple majority vote is required.
Policy Considerations: All Sedgwick County policies have been followed in the development of this renewal agreement.
