RECOMMENDED ACTION: Approve the addition to the Sheriff's Office Staffing Table.

Background: Due to the freezing of numerous positions within the Sheriff's Office for the 2012 budget cycle, one position frozen was a commissioned Sergeant position which supervised the Property Technicians within the Sheriff''s Property and Evidence and Central Supply unit, (Cost Center 17017-110). As the need for a Supervisor within the Property and Evidence and Central Supply Unit still exists, the 2012 Budget was approved with funding for this anticipated civilian Sheriff Property Supervisor position. Changing the position from a commissioned Sergeant position to a civilian, non-commissioned position will realize a savings of over $40,000.00 annually.
The function of this position will include the direct supervision of Property Technicians assigned to the Property and Evidence and central Supply unit. Duties will include scheduling work assignments, approval of overtime, sick/vacation leave, establishing of unit priorities, instruction and training of staff, work reviews, employee evaluations and implementation of any disciplinary action as needed.
Attached is the job description. All Sheriff's Office job descriptions are undergoing minor revisions as directed by the Civil Service Board.

Financial Considerations: $49,872 and the position was included in the 2012 adopted budget in 17017-110.

Legal Considerations: K.S.A. 19-212, K.S.A. 19-101a and K.S.A. 19-805 provide legal authority for this action. A simple majority vote is required.
