Resolution for the allocation and interfund transfer of unexpended 2011 Emergency Medical Service (EMS) Fund budget authority to the Equipment Reserve Fund.

Recommended Action: Adopt the resolution authorizing the transfer of funds to the Equipment Reserve Fund.

 

[State budget law (K.S.A. 19-119) allows for, via resolution, the establishment of an equipment reserve fund to finance the acquisition of equipment, machinery, vehicles, computer hardware, software, or personal property. The proposed resolution contains the recommended year-end transfer of unexpended 2011 budget authority to the Equipment Reserve Fund for one ambulance.

 

Fleet Management entered a contract to purchase an ambulance at $162,729 for EMS, with an expectation of delivery in November. This is a new ambulance to the County's Fleet that was adopted as part of the 2011 budget to accompany the addition of 4.0 FTE EMT's. The producer relocated its operations form Indiana to Florida in the interim and experienced unexpected problems, resulting in later delivery. Because this was the first ambulance being produced by this vendor for Sedgwick County, in mid-December we had verbal confirmation that the ambulance would be released prior to the end of the year. However, due to unexpected delays by the vendor related to their relocation, anticipated delivery is now expected no later than February 2012. The estimated amount of budget authority available for this transfer is $162,729, which is located in the EMS Fund.

 

Alternatives: Do not approve the budget transfer, which may prevent EMS from making this purchase.

 

Financial Considerations: The requested budget transfer from the EMS Fund (203) to the Equipment Reserve Fund (235) as outlined in the resolution from cost center 12017-203.
