Recommended Action: Approve the application and authorize the County Manager to sign.
 
The Summer Youth Program was developed by the Workforce Alliance of South Central Kansas with the intent of providing meaningful summer employment to disadvantaged youth. The program is not new to Sedgwick County; it has been used by Exploration Place and the Sedgwick County Zoo. Through the program, youth employed by Sedgwick County will work approximately 20 hours per week from June 10 - August 9. While in the program, youth will be exposed to positive and committed role models.  Participants will develop an understanding and ability to work as part of a team and serve as a productive employee. Wages paid to participants of the program shall be paid entirely by Workforce Alliance of South Central Kansas.
 
This program offers a win-win situation for Sedgwick County and the youth involved in the program.  The program provides invaluable learning experiences which in turn result in productive citizens.

Financial Considerations:  No financial impact is anticipated from the recommended action.  Participants employed by Sedgwick County through the Summer Youth Program will be paid by Workforce Alliance through a contract with Manpower. Workers' compensation insurance, liability insurance and pre-employment screenings (background checks and drug screenings) will be paid for by Workforce Alliance.
 
Legal Considerations:  The Board of County Commissioners has the authority to approve this application pursuant to K.S.A. 19-101 and K.S.A. 19-212 and to delegate such authority to sign to the County Manager.
