Legal Considerations: K.S.A. 19-212 vests the Board of County Commissioners with broad powers in conducting the business of the county at a meeting.  The county’s general police powers allow protection of the public health, safety, and general welfare of the public.  This agreement is similar to prior controlled access agreements.  A Certificate of Insurance, approved by the Office of the County Counselor, is required and has been provided pursuant to Section 4 of the agreement.
