CONSIDERATION OF A GRANT APPLICATION IN THE AMOUNT OF $2,237,773 TO THE KANSAS DEPARTMENT OF HEALTH AND ENVIRONMENT (KDHE) FOR SERVICES PROVIDED AT THE SEDGWICK COUNTY HEALTH DEPARTMENT.

RECOMMENDED ACTION: Approve the electronic submission of the grant application and authorize the Chairman to sign all necessary documents; including the grant award agreement containing substantially the same terms and conditions as the application; and approve the establishment of budget authority as provided in the financial considerations section of this request at the time the grant documents are executed.

Grant Summary and Timeline: KDHE provides Aid to Local (ATL) Grant Funding opportunities to support specific or targeted health service needs on an annual basis. The ATL Grant application opportunity covers many, but not all, of the grants awarded from KDHE to the Health Department. Grants from KDHE and other sources account for approximately 62% of the total Health Department budget. This grant represents 15% of the Health Department budget and 24% of all grants received. The Health Department was awarded $2,071,147 for the previous SFY 2014; we are requesting an increase of 8% or $166,266 above the SFY 2014 Award. Without this funding, many programs would be drastically reduced.
The Health Department is requesting ATL funding in the amount of $2,237,773*; combined with the required match of $398,080 for a total of $2,635,853 for the SFY 2015. (See Attachment 1 - Chart 1 provides an overview of funding by category requested for SFY 2015, as well as a list of the funding awards received for the SFY 2014.)
