CONSIDERATION OF GRANT IN THE AMOUNT OF $82,033 FOR THE LOCAL ENVIRONMENTAL PROTECTION PROGRAM GRANT.

RECOMMEND ACTION: Approve the Grant Application and authorize the Chairman to sign all necessary documents, including a grant award agreement containing substantially the same terms and conditions as this Application; and approve establishment of budget authority at the time the grant award documents are executed.

The Kansas Department of Health & Environment makes available the Local Environmental Protection Grant to counties to enhance programs related to onsite wastewater and water wells in the unincorporated areas of the county. Sedgwick County has managed this yearly grant since taking over the management of the sanitary code. The grant amount proposed for Sedgwick County is $82,033. The grant requires a 30% match which can be in kind services provided by the county to meet that match. The grant supports a staff member performing job duties related to onsite wastewater and domestic water wells, as well as other water quality related issues, in the unincorporated areas of the county

This is a grant that is available yearly in order to promote ground and surface water protection through sanitary codes and water well codes. In addition, staff utilizing the grant are asked to participate in a variety of activities that promote water protection, an example is groundwater fairs for school age children, or participating in Watershed Restoration and Protection Strategy work groups.

Personnel Considerations: No staffing changes would be required. This grant would allow retention of existing staff in order to respond to requests from residents in a timely manner.
Expected Measurable Outcomes: It allows for staffing to respond to complaints, calls for assistance and inspections of new systems installed.
Aids in the education of homeowners and the public at large on care and maintenance of water wells and wastewater systems.
It insures quality installations by qualified contractors through a licensing program by Sedgwick County with inspections of those systems before final completion.
The measurable outcomes are the reduction of potential pollution sources from failing wastewater systems and plugging of abandoned water wells to aid in preventing surface and groundwater contamination.
