Acceptance of a grant award in the amount of  $24,321, and approval of the agreement with Episcopal Social Services, for the Kansas Juvenile Justice Authority (JJA) Title V Grant.

RECOMMENDED ACTION: Authorize acceptance of the grant award in excess of the grant application and establishment of budget authority as provided in the financial considerations section of this request; approve the agreement and authorize the Chairman to sign.

 

Title V is a federally funded initiative used to assist local communities with their juvenile delinquency prevention efforts.  The Title V grants program is based on research based framework that focuses on reducing risk and enhancing protective factors to prevent youth from entering the juvenile justice system.  Title V applicants must be a local unit of government; however, non-profit organizations can be designated as sub-applicants.  On May 23, 2012, the Board of County Commission approved Sedgwick County's Title V Grant Application on behalf of Episcopal Social Services (ESS) Venture House in the amount of $12,160 to continue the family component of their Aggression Replacement Training (ART) program in Wichita/Sedgwick County (Legistar #12-0324).  In September 2012, the Juvenile Justice Authority (JJA) approved Sedgwick County's application for an increased amount of $24,321.  JJA notified our district that the award increased due to a need to expend the funds because of discontinuation of the Title V grants program.  The four existing Title V subgrantees in Kansas are receiving an increase in this final year.  Episcopal Social Services plans to utilize the additional funds by increasing the number of family participants from 25 to 50 and by developing and implementing an online learning option.

Grant Summary and Timeline:

The ART (family component) program is a dual component program, consisting of a youth group and a parent-guardian group, utilizing an evidence-based curriculum.  ART is a multimodal cognitive behavioral intervention designed to alter the behavior of chronically aggressive adolescents and children.  The program uses repetitive learning techniques to teach participants to control impulsiveness and anger and to use more appropriate behaviors with the purpose of improving social skill competence, anger control and moral reasoning.  The goals of the program are to reduce the number of youth who re-offend in the community and to enhance pro-social skills in program participants.

 

The ART program targets youth between the ages of 12-17 (who have a history of antisocial behaviors, have previously committed a juvenile offense, are residents of Sedgwick County and are at moderate risk for future delinquency).  Approximately 25 parents / guardians will be recruited to participate in the family component once a youth has been referred.  The program teaches youth and parents pro-social skills in separate group meetings and then incorporates the two groups, allowing participants to continue to build ART skills together.

 

Implementation of an online curriculum will give parents the option to participate in either an onsite or an online learning experience.  To complete the program, parents / guardians will either attend all sessions or successfully complete the online curriculum and attend two class sessions.  The goals of the program are to reduce the number of youth who re-offend in the community and to enhance pro-social skills in program participants. 

 

The grant award is $24,321 for the grant period October 1, 2012 to September 30, 2013.  There is a 50% match (cash or in-kind) requirement for this grant.  Episcopal Social Services will provide match dollars in the amount of $12,161, so there will be no financial obligation from the County.  There are no County staff to be added; this is strictly pass-through funding to Episcopal Social Services.  The Sedgwick County Juvenile Corrections Advisory Board (Team justice) certified that the program is consistent with our local community comprehensive plan on April 6, 2012.  This is the 3rd and final year for Title V funding for this program.

ESS will report on the following mandatory outcome measures:

-Number of program youth served

-Number and percent of program youth exhibiting desired change in antisocial behavior (short-term and long-term)

-Number and percent of program youth offending (reoffending) (short-term and long-term)

-Number and percent of program youth completing program requirements

-Number and percent of program youth satisfied with the program

-Number and percent of program families satisfied with the program

 

Additionally, grantees must report on core performance measures (output and outcome) for the program area (delinquency prevention) as required by the Office of Juvenile Justice and Delinquency Prevention.

 

Alternatives:  If we do not accept the grant award, Episcopal Social Services will not receive funding from the Juvenile Justice Authority.
