AUTHORIZE THE PUBLICATION OF THE MAXIMUM PROPERTY TAX LEVY TO FUND THE 2013 SEDGWICK COUNTY BUDGET AND ESTABLISH PUBLIC BUDGET HEARINGS ON AUGUST 9TH AND 14TH, 2012.

RECOMMENDED ACTION: Authorize the publication of the maximum property tax levy to fund the 2013 budget and notice of public budget hearings on August 9th and August 14th, 2012.

 

Body

Under K.S.A. 79-2929, Sedgwick County is required to publish at least 10 days prior to the adoption of the budget a notice of the time and place of a public budget hearing, in addition to the maximum property tax levy used to fund the 2013 budget. This day is often referred to as the "last up day", meaning the total budget for property tax supported funds and the maximum property tax levy cannot be increased after this date without republishing the public hearing notice and holding an additional public hearing.

 

Sedgwick County has solicited input on its 2013 budget throughout the budget process, including multiple budget discussions, budget hearings with departmental staff, and a previous public budget hearing also to be held on July 25th. A second public budget hearing on August 9th, followed by a final public budget hearing on August 14th, as included in this publication, will provide additional opportunity for interested members of the public to provide their valuable input. The budget is scheduled to be adopted on August 15th.

Financial Considerations:

 

The County Manager's 2013 recommended budget for Sedgwick County totals $390,243,809 with a total property tax levy of $125,857,476. The property tax levy is approximately equivalent to a property tax rate, expressed in mills, of 29.359 mills, based on the estimated assessed valuation and subject to review and technical adjustments.

 

Legal Considerations: The recommended action complies with Kansas budget law.

 

Policy Considerations:

 

July 25th is the "last up day", or the last day the total 2013 budget can be increased for property tax supported funds and establishes the maximum property tax levy that could be used to fund the 2013 budget without republishing the public hearing notice and holding an additional public hearing.
