Body
Sedgwick County held two public hearings on July 30 and August 11 regarding the proposed 2015 Sedgwick County operating budget of $403,727,453. The proposed budget includes a $128,212,937 property tax levy, which is approximately equivalent to a property tax rate, expressed in mills, of 29.377 mills.
Sedgwick County's five-year Capital Improvement Program (CIP) includes the building, remodeling, and repairing of public facilities and infrastructure. Funding for the 2015 capital budget of $39,222,184 includes $18,292,184 for facilities and drainage projects, and $20,930,000 for road and bridge projects. The Program also includes a rigorous inspection and maintenance program of County infrastructure that protects investments in existing roads, bridges and drainage structures.

Financial Considerations: The 2015 Manager's Recommended Budget included a Sedgwick County budget of $403,727,453, which includes a tax rate, expressed in mills, of 29.377 mills based on the estimated assessed valuation. After discussion from Commissioners regarding some possible adjustments, the maximum budget that was published for Sedgwick County was $403,802,453. The higher total was published to accommodate the possible addition of mower positions to the Highway Fund at a cost of up to $75,000. If the Commission intends to add the positions and increase the budget over the recommended amount, action would be required to increase the recommended budget amount to the published amount.
While the spending plan for the 2015 capital budget totals $39,222,184, the funding plan, which provides the revenue to support the program costs, is spread over two years. For 2015, funding for the program includes $16,549,837 in cash, $19,682,876 in bonds, and $1,805,317 from other funding sources, for total funding of $38,038,030. Preliminary 2015 project costs of $565,521 for land acquisition and design of two EMS posts will be funded with the proceeds of a 2016 bond issue, and partial 2015 project costs of $618,633 for design and construction of the Aviation Pathway will be funded with intergovernmental revenue to be received in 2016.
