Body

Background:

KDHE provides Aid to Local (ATL) Grant Funding opportunities to support specific or targeted health service needs on an annual basis. The ATL Grant application opportunity covers many, but not all, of the grants awarded from KDHE to the Division of Health.

On March 9, 2016, the BoCC approved a request for the Division of Health to submit a grant application to KDHE for ATL funding in the amount of $2,333,374 for SFY 2017.  A portion of the ATL funding in the amount of $335,991 was requested for Public Health Emergency Preparedness (PHEP).

On July 1, 2016, KDHE awarded funding in the amount of $316,494 to the Division of Health for PHEP, $19,497 less than the original amount requested.  On November 2, 2016, the Centers for Disease Control (CDC) refunded the original amounts cut from the PHEP base grant to KDHE.  As a result, KDHE has made this additional funding available to Kansas counties.  On November 2, 2016, KDHE increased the amount allotted to Sedgwick County for PHEP by $36,959; bringing the SFY 2017 total award amount to $353,453.

Alternatives:  Without these additional funds for PHEP, the Division of Health would be forced to terminate approximately $6,500 in software fees used to monitor disease trends in local emergency rooms and to analyze disease trend data.  Additionally, Emergency Management would be unable to replace operating supplies which are near end of life.

Financial Considerations:   The period for the grant is July 1, 2016 through June 30, 2017.  Funds will be managed through the following cost centers:  38069-274 and 11001-257 for Public Health Emergency Preparedness.

                                                                                            Original Amount                                                                        With Additional

Budget Authority Adjustment:  Yes, additional budget authority in the amount of $36,959 is being requested for the 2017 budget.  Since the grant award is greater than the amount currently budgeted, additional budget authority is needed.  This request for additional budget authority is being brought to the Commission for approval.

Personnel Considerations:  No additional staff will be requested with this grant application.  Funding from the Aid to Local grant is used to support 1.5 FTE Division of Health and 3.5 FTE Emergency Management employees.

Expected Measurable Outcomes:

By June 30, 2017:

•                     Will conduct an exercise testing Fatality Management, Mass Care, and/or Responder Health and Safety public health preparedness capabilities

•                     Complete 100% of grant deliverables listed on the grant work plan

      •    Conduct an annual review of the Division of Health’s Continuity of Operations Plan during the grant year

Legal Considerations:  The Aid to Local Grant administered by the KDHE is statutorily authorized by K.S.A. 65-241, et seq.  Pursuant to the County's Grant Policies and Procedures enacted by Resolution No. 64-2013, this grant application is required to be approved by the Board of County Commissioners.  Approval is by simple majority vote.
