CONSIDERATION OF A GRANT IN THE AMOUNT OF $2,287,589 FROM THE KANSAS DEPARTMENT OF HEALTH AND ENVIRONMENT (KDHE) FOR SERVICES PROVIDED AT THE SEDGWICK COUNTY HEALTH DEPARTMENT.

RECOMMENDED ACTION: Approve the application of the grant; the electronic submittal of the application for the grant; and authorize the Chairman to sign all necessary documents; including the grant award agreement containing substantially the same terms and conditions as the application; and approve the establishment of budget authority as provided in the financial considerations section of this request at the time the grant documents are executed.

Grant Summary and Timeline: KDHE provides Aid to Local (ATL) Grant Funding opportunities to support specific or targeted health service needs on an annual basis. The ATL Grant application opportunity covers many, but not all, of the grants awarded from KDHE to the Health Department. This grant represents 18% of the Health Department budget and 30% of all grants received. The Health Department was awarded $2,134,475 for the previous SFY 2015; we are requesting an average combined overall increase of $153,114 or 7.2% above the SFY 2015 award. Without this funding, many programs would be drastically reduced or services would no longer be provided.
The Health Department is requesting ATL funding in the amount of $2,287,589; combined with the required match of $413,150 for a total of $2,700,739 for SFY 2016. (See Attachment 1 - Table 1 provides an overview of funding by category requested for SFY 2016, as well as a list of the funding awards received for SFY 2015.)
Three grant categories require match funding:
a) Chronic Disease Risk Reduction (CDRR) has a 25% match requirement;
b) Family Planning and
c) Maternal and Child Health (MCH) both have a 40% match requirement.
Additionally, the State Formula block grant includes a maintenance of effort stipulation that specifies the amount of state formula that would be reduced proportionately if local funding for the Health Department is decreased from FY 2015 to FY 2016.

Budget Authority Adjustment: Grant and matching property tax funding totals $2,700,739. No additional funding from the General Fund is required or requested for the 2015 County fiscal year. Accept grant funding and adjust budget authority as necessary based on additional grant funding.
Funds will be managed through the following cost centers:
38001-274 and 38003-274 for State Formula; 38005-110 and 38023-274 for Chronic Disease Risk Reduction; 38069-274 for Public Health Emergency Preparedness; 38010-274 for Family Planning; 38011-274 Sexually Transmitted Disease; 38009-274, 38017-274 and 38122-274 for Maternal and Child Health; 38015-274 for Opt Out HIV Testing; 38114-274 for Personal Responsibility Education Program; 38007-274 for Immunization Action Plan; and 38060-274 for WIC IAP.
Personnel considerations: No additional staff will be requested with this grant application. Funding from the Aid to Local grant is used to support 32 health department employees.
Expected measurable outcomes: Please see Attachment 2 for all outcomes.
Alternatives: Without these grants, local funding would have to be increased or the Health Department would be forced to reduce the level of services currently offered in many vital programs.
Policy considerations: N/A.
Legal considerations: The Aid to Local Grant administered by the KDHE is statutorily authorized by K.S.A. 65-241, et seq. Pursuant to the County's Grant Policies and Procedures enacted by Resolution No. 64-2013, this grant application is required to be approved by the Board of County Commissioners. Approval is by simple majority vote.
