Consideration of a grant application in the amount of $527,215 to the Kansas Department of Transportation under the Intelligence Transporation System set-aside program for Sedgwick County Emergency Medical Services (EMS).

Recommended Action: Approve the application, and establish budget authority as provided in the financial considerations section of this request.   
Sedgwick County Emergency Medical Service's projects leverage technology, offer new and innovative approaches, improve the Intelligent Transportation System, and can be a model for other agencies across the State. The technology leveraged by EMS help send the closest ambulance by time to a scene location, which can result in reducing morbidity and mortality rates,  decreasing fuel costs, minimizing wear and tear on the vehicles,  and can result in decreased vehicle running time which can help the environment by lessening pollution. The Vehicle Data Acquisition - Reporting & Management System monitors and provides reporting and instant feedback to the drivers, which improves safety and reduces the likelihood of motor vehicle collisions. This system allows vehicles access to view closed-circuit television (CCTV) cameras and access to WichWay.org. The likelihood of success is very high since the system is mostly in place but needs updated due to the end-of-life for the current devices.  This project has a huge rural/local impact in Sedgwick County, as it is one of Kansas' most densely populated and heavily traveled regions. Sedgwick County has made a sizable investment and requests grants to fund, maintain, and improve on this existing technology to citizens 24 hours a day, 7 days a week, 365 days a year.
The project involves three parts as follows: Secure Vehicle Are Network (VAN) and On-Board Mobile Gateway - $114,910; Mobile Computer Terminals PC Replacements - $136,480; and Vehicle Data Acquisition & Management System - $275,825.
 
Maintenance costs for the first year for the on-board mobile gateways is $5,800.  Maintenance on the vehicle data acquisition is $3,500 per year.
Recommended Action: Approve the electronic submission of the grant application and authorize the Chairman to sign all necessary documents, including the grant award agreement containing substantially the same terms and conditions as the application and approve the establishment of budget authority as provided in the financial considerations section of this request at the time the grant documents are executed.
This is a new grant, never previously applied.
