RECOMMENDED ACTION:  Approve the grant application, authorize the Chairman to sign the three (3) grant application documents, and if awarded authorize acceptance of the grant, establish a new internal order for budget authority as outlined in the Budget Authority Adjustment section of this request, and establish a new 1.0 FTE Driver position as outlined in the Personnel Considerations section of this item.

Grant Summary and Timeline:   This is a one-year grant application that would provide medical and social service transportation for individuals with disabilities and seniors age 60 and older in the urbanized communities in Sedgwick County.  Program service areas will be the incorporated cities of Kechi, Valley Center, Maize, Goddard, Haysville, Derby, Mulvane, Bel Aire and Park City and unincorporated areas of Furley and Schulte.  Grant application deadline is May 19, 2017 at 5:00 p.m. CST.

 

Total program costs are $136,489, including a grant proposal for vehicle acquisition.  The attached grant applications for Sedgwick County provide Federal Transit Administration (FTA) funding for operations, vehicle acquisition and contractual rides.  Sedgwick County Transportation will be responsible for matching funds for the operations and contractuals portions of the grant and Fleet Reserve Fund will provide the match for the vehicle portion of the grant.  As in past programs KDOT will pay the vehicle acquisition grant  funds directly to the approved vendor and the vehicle will be titled to Sedgwick County and maintained by County Fleet.  Being good stewards of tax payer dollars, submitting three applications and separating contractuals from operation budget expenses offered the opportunity to minimize mill levy match requirements.  Included in the operations grant proposal is funding to add one (1.0) FTE Driver position to the staffing table, at  a total of $40,232, which includes estimated salary and benefits.

Budget Authority Adjustment: A new internal order will be established. Budget for the grant is included in the requested 2018 budget, no additional budget authority is being requested.

 

Personnel considerations:  The request includes the addition of 1.0 FTE Driver position (Grade 116) funded from new internal orders to be established if the grant is awarded.  Total salary and benefits is estimated at $40,232.  No additional budget authority is being requested to fund this position.  Sufficient budget authority is included in the requested 2018 budget. 

 

Expected measurable outcomes:  Operations and vehicle services to provide 10,920 trips for 2018.  Utilize contractual services to provide overflow transportation requests in 2018.

 

Requirements from Sedgwick County:  This will require administrative actions to report monthly ridership, accounting of expenses, agency and contracted services, passengers, hours of operation, and any incidents.  All drivers and safety sensitive positions will be part of a Federal Transit drug and alcohol pool for random screening.  The Kansas Department of Transportation (KDOT) has transitioned to web based reporting and will require all grant funded programs to utilize online reporting.  Online reporting will simplify procedures that in the past, have required hard copies mailed and emailed to KDOT for Transit grant funded programs administered by the County.

 

Alternatives:   Not approve the grant application.

 

Policy considerations:  If not approved by the County and awarded by FTA, public transportation options for individuals with disabilities and seniors age 60 or older will be restricted in the urbanized and unincorporated areas surrounding the city of Wichita.  This grant application will allow Sedgwick County Transportation (SCT) to provide transportation for medically and social service necessary appointments.  The grant funding allows for specifying the targeted population as well as the type of ride that will be approved.

 

Legal considerations:   Program authority is established by the Moving Ahead for Progress in the 21st Century Act (MAP-21) 49 U.S.C. § 5310 and Enhanced Mobility of Seniors and Individuals with Disabilities under the Catalog of Federal Domestic Assistance (CFDA), 20.513.  Per the County's grant policies and procedures, this requires approval by the Board of County Commissioners.  Approval is by simple majority vote.
