RECOMMENDED ACTION: Approve the agreement, and authorize the Chairman to sign.

 

Body

Background: Breakthrough Club of Sedgwick County is an important piece of the continuum of services for individuals with mental illness in our community. Services at Breakthrough Club are designed to help people with mental illness stay out of hospitals while achieving educational, financial, and vocational goals. The contract provides funds to support the program's clubhouse activities. "Clubhouse" and "Clubhouse Model" refer to a specific type of structured environment consisting of a comprehensive program with supports and opportunities where participants (i.e. members) are largely responsible for decision-making and maintaining operations. Key components of a Clubhouse include:

 

1.                     A work-ordered day in which the talents and abilities of members are recognized and utilized within the Clubhouse;

2.                     Participation in consensus-based decision-making regarding all important matters related to the running of the Clubhouse;

3.                     Opportunities to obtain paid employment in mainstream business and industries;

4.                     Assistance in accessing community-based educational resources;

5.                     Access to crisis intervention services when needed;

6.                     Evening/weekend social and recreational events; and,

7.                     Assistance in securing and sustaining safe, affordable housing.

 

Breakthrough Club is a fully accredited clubhouse in accordance with the International Center for Clubhouse Development requirements. Clubhouse activities can serve a meaningful role for individuals struggling to recover from mental illness, but these activities are not  billable under the  current Medicaid state plan. This contract is a renewal, and COMCARE is providing $275,000.00 to support these clubhouse services for 2012. Performance outcomes were updated this year based on current economic conditions and national Clubhouse standards.

 

Alternatives: Breakthrough Club offers unique services to clients in our community, which are important to further our shared mission of helping individuals with mental illness improve the quality of their lives. This funding is important to the success of the program, and without it, the continuum of available services for clients in our community would be greatly diminished.

Legal Considerations: The authority for this action is K.S.A. 19-101. A simple majority vote is required.
