Grant Summary and Timeline: The Special Supplemental Nutrition Program for Women, Infants and Children (known as WIC) is a federal assistance program of the Food and Nutrition Service of the United States Department of Agriculture. The Health Department has managed the WIC program in Sedgwick County for the past 37 years. The WIC program provides healthcare and nutrition focused services to low-income women who are pregnant or currently breastfeeding; and to infants/children under the age of five. WIC services include: nutrition education, immunization screenings, breastfeeding support and promotion, referrals to community and medical services and supplemental foods.

 

WIC eligibility is based on income and nutritional risk. To qualify for WIC services available in Sedgwick County, an applicant must meet the following criteria:

1) their income must be at or below 185% of the U.S. Poverty Income Guidelines (currently $41,348 for a family of four); and

2) be found with at least one medical or nutritional risk factor; risk factors include, but are not limited to: overweight, dental problems, anemia, low birth weight, and/or prematurity; and

3) live or work within Sedgwick County.

 

In Sedgwick County, 38 grocery stores accept the WIC food checks. In FFY 2010, Sedgwick County WIC clients redeemed more than $10,299,069 in WIC vouchers at these vendors.

Budget Authority Adjustment: Yes, for $2,220,978.00 in Fund Center 38066-274. For FFY 2012, the State WIC program has provided funding to Sedgwick County in the amount of $2,220,978, an increase of $10,516 or .0048%, from the previous fiscal year. These funds will be used to provide personnel and operating expenses for a program that has been assigned a caseload of 15,019 clients in FFY 2012, a decrease of 1,007 clients from the previous year.

Analysis:

For FFY 2012, the State WIC has assigned an active caseload of 15,019 participants for Sedgwick County WIC. By contract, Sedgwick County WIC is expected to stay within the a preferred range of 98% - 103% (14,718 - 15,470) of this assigned caseload number and report when the participant caseload deviates from this range.

 

The August 2011 Sedgwick County WIC data identified an active caseload of 15,824 participants receiving WIC food benefits; or 85% of the 18,684 participants currently enrolled in the Sedgwick County WIC program. The current active caseload of 15,824 participants exceeds the newly assigned active caseload by 805 participants; 105.4% (2.4% above the preferred range) above the newly assigned caseload. (See Attachment 1). If this trend continues, Sedgwick County WIC would be considered to receive additional funding, if reallocated funds would become available.

 

Expected measurable outcomes:

1) In FFY 2012, eight-six percent (86%) of the WIC clients that are classified as high risk will receive one-on-one nutritional counseling with a WIC registered dietitian.

 

2) In FFY 2012, eighty-five percent (85%) of the WIC clients will attend at least two nutrition education sessions. The second offering will be in the form of a class, an interactive poster education session, or an internet-based nutrition module.

 

3) In FFY 2012, Sedgwick County WIC will maintain a caseload of at least 98% of the State-assigned caseload, by doing outreach to appropriate client categories (e.g., baby fairs, school health fairs etc.)

 

Alternatives:

To not accept the funding, which will require KDHE to find another hosting agency for Sedgwick County.

Legal considerations: The Special Supplemental Nutrition Program for Women, Infants and Children (WIC Program) is authorized under Section 17 of the Child Nutrition Act of 1966, as amended. Legal authority under Federal Statute may be found at 42 U.S.C. 1786 and as regulated pursuant to the Code of Federal Regulations, Sec. 246 and the Kansas State WIC Policies and Procedures Manual. Approval is by simple majority vote.
