Amendment to the Capital Improvement Program (CIP) to Include Upgrade Card Access Control, Adult Residential & Service Center.

Recommended Action: Approve the Amendment to the Capital Improvement Program.

 

The Sedgwick County Department of Corrections operates the Adult Residential & Service Center located at 622 E. Central.  The Adult Residential Center is a 65-bed coed residential facility that emphasizes intense supervision and accountability and that monitors offenders’ daily activities in the community and in treatment.  The Service Center provides supervision, case management and intervention services to assigned offenders from the Residential Center and the Adult Field Services program.  Corrections has requested a CIP amendment to upgrade the card access control system for these facilities.

 

The existing card access system is utilized throughout the building and is a proprietary system. Placement of existing card readers creates a clear delineation between resident and staff areas. Basically, residents have free access to all corridors, while staff has access to both corridors and staff areas by card reader.

 

Tthe facility’s existing security system is 13 years old.  In the past year, Corrections staff report the system has had multiple failures, necessitating each of twenty doors be opened by key and causing manpower issues as well as safety and security concerns.  The Department of Corrections commissioned a detailed study of the security system that was completed in 2012.  It suggested consideration be given to a web-based card access system which would also shift access control from a proprietary system to a non-proprietary system.  Project Services staff have obtained estimates from a local vendor consistent with those recommendations.

 

Alternatives:  The current card reader system could continue to be used.

 

Financial Considerations:  Cost of the system upgrade to the card access control system is estimated at $36,463.  The proposed fund source is a transfer of unencumbered budget authority from the 2006 Construct RFSC Annex & Replace Control System.  A resolution outlining the fund movement back to the original fund source and then to the project is attached.

 

Legal Considerations: The Board is authorized to create, fund and transfer monies to and from a Capital Improvement projects fund under K.S.A. 19-120.
