Title
AMEND THE 2011 CAPITAL IMPROVEMENT PROGRAM TO INCLUDE REMODEL 434 N. OLIVER FOR HEALTHY BABIES PROGRAM.
Presented by: Pete Giroux, Principal Analyst, Budget.
RECOMMENDED ACTION: Approve the amendment to the CIP.
Body
The Health Department has requested a CIP amendment to remodel a recent 1,300 square foot expansion of their leased space at 434 North Oliver to provide enhanced services to address a significant local increase in infant mortality where the mother is overweight or obese. The remodel will involve removing walls to create a fitness group room, installing walls to create office space and updating carpet, tile and paint in the expanded lease area. In addition, needed medical records and storage space will be provided and furniture items will be purchased for several offices.
This remodel supports the Health Department Healthy Babies healthy weight initiative. A major component of that initiative is to allocate space for a new healthy weight group room to be used for education as well as prenatal and interconceptional exercise classes. The Sedgwick County Fetal Infant Mortality Review Project compared 2010 to 2005 infant death data and found there was 32.9% increase in mothers who experience an infant death and had a pre-pregnancy BMI of overweight or obese. This data shows mothers going into their pregnancy overweight or obese and many of them also gain more than the recommended weight during pregnancy. Maternal obesity and excessive weight gain can lead to fetal growth restriction and preterm delivery. To address this issue, the Health Department continues to partner with the University of Kansas School of Medicine to provide a prenatal fitness curriculum for all Healthy Babies clients. The partnership with Wichita State University Exercise Sciences Department will be expanded to start fitness classes at the Health Departments 434 N. Oliver location. This collaboration offers Healthy Babies clients the ability to participate in nutrition and fitness classes in a safe and convenient location.
Alternatives: The request could be disapproved which would require the Health Department to attempt to find an alternative way to pursue the initiative.
Financial Considerations: Cost of the remodel and related furnishings estimated at $128,151. Source of funds is from the Reproductive Health Grant in FC38097-274 (CDC Safe Mother Hood) and the Maternal and Child Health Trust (FC38074-274) and Child Health Prenatal Trust (FC38054-274).
