RECOMMENDED ACTION: Approve the application for the grant and if awarded, authorize acceptance of the grant, the establishment of budget authority as provided in the financial considerations section of this request and implementation of the staffing table changes identified in the personnel considerations section of this request.

Grant Summary and Timeline: Since 1983, the Kansas Department of Corrections (KDOC) has provided grant funding for Community Corrections adult offender programs in Sedgwick County. Before the SFY13 grant awards are announced, KDOC requires the submission of the Community Corrections Comprehensive Plan for SFY13 (July 1, 2012 - June 30, 2013). This signed application is due to KDOC no later than May 1, 2012. The Advisory Board approved the application on April 12th, 2012.

Expected measurable outcomes: (1) To reduce recidivism; (2) To provide effective correctional intervention, supervision and services to adult offenders; (3) To provide an effective alternative to prison that promotes public safety through close supervision of offenders and requires accountability and responsibility.
Alternatives: If we do not submit a plan for approval, we will not continue to receive these KDOC funds. We are obligated under state law K.S.A. 75-5291 to provide community corrections supervision to offenders assigned by the District Court.

Legal considerations: The authority for this action is K.S.A. 19-101. A simple majority vote is required for approval.
