CONSIDERATION OF AN AGREEMENT IN THE AMOUNT OF $49,360 BETWEEN THE SEDGWICK COUNTY HEALTH DEPARTMENT AND UNIFIED SCHOOL DISTRICT (USD) 259 TO IMPLEMENT THE PERSONAL RESPONSIBILITY EDUCATION PROGRAM (PREP) UNDER THE GRANT AWARD FROM THE KANSAS DEPARTMENT OF HEALTH AND ENVIRONMENT (KDHE).

Body

Background:  Healthy Babies and the Wichita Public Schools, Unified School District (USD) 259, have partnered since 2009 to provide education and resources on topics including abstinence, pregnancy prevention, sexually transmitted infections and HIV, risky behaviors and making healthy choices.  "Healthy Today, Healthy Tomorrow" presentations are provided by Healthy Babies nurses to 8th grade science and 9th grade physical education students in USD 259 middle and high schools.  Healthy Babies is the only provider approved by the district to provide such education, ensuring that students receive accurate and consistent messaging. 

 

In December 2010, Healthy Babies was approached by KDHE to accept the Personal Responsibility Education Program (PREP) grant as part of our annual Aid-to-Local funding.  The intent of the PREP project is to implement an evidence- and abstinence-based teen curriculum, "Reducing the Risks" for 9th grade physical education students in eight USD 259 high schools over the four-year grant period.  Pre- and post-testing, as well as other evaluation processes and tools, will be required by KDHE to track outcomes and objectives as determined by the Administration of Children and Families, the federal grantor agency. 

 

Analysis:

Accepting the PREP grant funding and subcontracting with USD 259 for support of the project will allow the Healthy Babies program to expand our partnership with USD 259 to provide preconception and reproductive health education services to reduce the teen and unwanted pregnancy rates, as well as improving birth outcomes. (See Attachment #1,Table 1).  Outcomes will be tracked via short-term and long-term post-testing to measure knowledge gained based on the educational curriculum presented. Outcome data of the Healthy Babies program for years 2005 and 2010 continues to demonstrate an increase in the number of moms and babies served, while also improving birth outcomes; a trend we expect will continue.  (See Attachment #1, Table 2).

 

The scope of work covered by the contract includes:

                     Act as liaison with the USD 259 for the PREP PROJECT.

                     Communicate with pertinent USD 259 staffs on the status of the PREP PROJECT.

                     Utilize the USD 259 system to ensure proper procedures and processes are followed.

                     Ensure program objectives as outlined in the KDHE Notice of Grant Award are followed.

                     Attend meetings with the KDHE, USD 259 and other community partners as needed to plan, implement and maintain the PREP PROJECT.

                     Work with KDHE and USD 259 staffs to develop PREP PROJECT outcomes and objectives.

                     Attend Reducing the Risks curriculum training in the fall of 2011.

                     Attend other pertinent trainings as necessary.

                     Assist with training USD 259 selected teachers on how to teach the curriculum to 9th grade physical education students.

                     Act as a facilitator and/or back-up for curriculum presentations.

                     Ensure USD 259 staffs and teachers follow curriculum and grant requirements.

                     Provide training to new USD 259 staffs and teachers.

                     Act as a resource for KDHE & USD 259 staffs, teachers and students for questions.

                     Other activities as determined necessary and appropriate for successful implementation and maintenance of the PREP PROJECT.

 

Alternatives:

The PREP funding can only be awarded to local health departments; the Healthy Babies program is the only provider approved by USD 259 to provide such education.  If the Health Department does not enter into this agreement with USD 259, the alternative is for USD 259 to seek and approve another partner in the community to provide these services. 

 

Financial Considerations:

The funding for this agreement comes from a portion of the PREP grant award of $180,000 from KDHE.  This agreement for $49,360 is for the period of July 1, 2011 through June 30, 2012.  Approval of this agenda item will result in corresponding budget authority being established in 38114-274 (PREP); two payments in the amount of $24,680, made within 30 days of receipt of invoice from USD 259, will be paid in August 2011 and January 2012.  This agreement has three additional one-year options to renew, based on continued availability of PREP grant funding from KDHE.  Payments for years two, three and four will be the same as in year one ($49,360); to be paid in two separate payments, per invoice, in August and January of each subsequent grant year.  This contract is intended to pay for a portion of the personnel costs incurred by Sandra Hysom, MS, Health Education Teaching Specialist, USD 259. 

 

Legal Considerations:  The authority for this action is K.S.A. 19-101.  A simple majority is required.  Compliance with state and federal regulations is required.
