Grant Summary and Timeline: COMCARE is applying to the Wichita Community Foundation for funds to purchase an automated external defibrillator (AED). The purchase of an AED will fulfill equipment needs to provide emergency medical services to consumers in the newly expanded Crisis Stabilization Unit (CSU). COMCARE operates the CSU to address the needs of clients experiencing an acute psychiatric crisis.  The CSU provides a safe, structured environment for the provision of crisis intervention and stabilization services 24 hours a day at 1720 E. Morris.

With this funding, COMCARE will purchase the AED and also have employees attend the recommended CPR/AED training class so that they are prepared to operate the equipment if the need arises. Given the recent expansion of the CSU, having an AED would help ensure a better outcome should one of the individuals staying there go into sudden cardiac arrest.

Budget Authority Adjustment: Authorize the necessary budget authority adjustment in the amount of $1,700 which will be managed through 31081-252.

Personnel considerations: None.

Expected measurable outcomes: The primary goal is to be able to immediately respond to a consumer who might have a heart attack or other physical condition requiring an AED device. Most sudden cardiac arrests result from ventricular fibrillation. This is a rapid and unsynchronized heart rhythm starting in the heart's lower pumping chambers (the ventricles). The heart must be "defibrillated" quickly, because a victim's chance of surviving drops by 7 to 10 percent for every minute a normal heartbeat isn't restored.  AEDs are important because they strengthen the chance of survival. They can restore a normal heart rhythm in victims of sudden cardiac arrest. AEDs save lives.

Alternatives: Should this grant application not be approved, COMCARE's CSU will have to choose to either search for an alternative source of funding to purchase an AED, or choose not to have one available at the CSU.

Policy considerations: All Sedgwick County policies have been followed in the development of this grant application.

Legal considerations: The authority for this action is K.S.A. 19-101 and County Resolution 64-2013.
