Agreement with Employee to Provide Clinical Supervision to Achieve Licensure as a Licensed Clinical Marriage and Family Therapist (LCMFT).

Recommended Action: Approve the contract and authorize the chairman to sign.

 

Background: A current staff member, a Licensed Marriage and Family Therapist, employed by COMCARE desires to obtain clinical supervision to achieve an increased licensure level (i.e. Licensed Clinical Marriage and Family Therapist). Obtaining the increased licensure level will allow this staff person to provide a greater range of services at a higher rate of reimbursement for services.

 

COMCARE agrees to provide the clinical supervision to the employee, through allocating current staff.  COMCARE will ensure the individual designated to provide the clinical supervision services will meet the necessary licensure requirements to provide clinical supervision in accordance with the State of Kansas Behavioral Sciences Regulatory Board (BSRB) guidelines.

 

Analysis: The employee will be provided with the supervision necessary to receive the advanced level of licensure. The supervision being provided under this agreement has a value of $450 per month. The employee understands that the clinical supervision provided by COMCARE is an investment in the employee with the expectation that COMCARE will benefit from the employees’ gained knowledge, skills and ability. As a condition of COMCARE providing clinical supervision services, the employee agrees to:

1.                     Test for licensure as soon as eligible;

2.                     Continue employment with COMCARE for a time equal to the time supervision was provided or reimburse COMCARE for the cost of the clinical supervision based on the rate for every month short of the employment requirement;

3.                     Provide clinical supervision services to other employees seeking advanced licensure when eligible.

 

Alternatives:  Providing clinical supervision allows COMCARE to invest in the educational experiences of staff while increasing the level of licensure. The increased level of licensure allows the employee to provide a higher level and range of services and at an increased billing level. Without this agreement the employee would have to secure clinical supervision services at market rates.

 

Financial Considerations:                     

                     Cost:                                          There are no actual costs or revenues associated with these agreements. Reimbursement for clinical supervision is only necessary if the terms of the agreement are not met.

Policy Considerations: All Sedgwick County policies have been followed. The Department of Human Resources was involved in the development of this agreement.

 

 

Legal Considerations:  The authority for this action is K.S.A. 19-101. A simple majority is required.
