Amendment to the 2016 Capital Improvement Program to Select Projects for Funding by the Roads and Bridges Funds in 2016.

Recommended Action: Approve the CIP amendment to include the listed projects.
The approved 2016 budget included a fund in the amount of $3,290,000 to be used for projects in 2016 that would be selected through consultation between the members of the Board of County Commissioners and the County Engineer. The fund replaced $4,000,000 in debt financing that has normally been budgeted each year. The elimination of debt funding requires an overall reduction in CIP spending for Public Works in the amount of $710,000. In selecting this list of projects, one project that was previously planned for 2016 has been effectively eliminated from the CIP. That project is R-274, reconstruction of 183rd St. West from 23rd St. South to 39th St. South. The project recommended by the County Engineer for inclusion in the 2016 CIP are:

Alternatives: Take such action as the board deems appropriate.
Financial Considerations: The approved 2016 CIP includes $3,290,000 in cash to be used for additional projects that were not included in the approved budget. Addition of the funds shown above will allocate $2,860,000 to specific projects. The Roads and Bridges Fund will have a remaining balance of $430,000 that could be allocated to other projects at a later date.
Legal Considerations: The Board of County Commissioners is authorized to amend the Capital Improvement Program under K.S.A. 19-120.
