CONSIDERATION OF A GRANT IN THE AMOUNT OF $59,998 FOR A FULL-TIME PUBLIC EDUCATION OFFICER POSITION.

RECOMMENDED ACTION: Approve the application for the grant, and if awarded authorize acceptance of the grant, the establishment of budget authority as provided in the financial considerations section of this request, and implementation of the staffing table changes identified in the personnel considerations section of this request.

Sedgwick County Fire District #1 (SCFD#1), a separate tax entity of Sedgwick County, Kansas, has a 50+ year history of providing comprehensive fire services to its constituents living in urban, suburban, and rural environments. Its Fire Prevention Division has a long, rich history of serving young persons as well as adults in diverse environments. The District hired its first public education officer in 1981 with the expressed charge to develop/implement public education/fire safety programs, which, up to that time, were non-existent. Accepting this challenge, the District developed the following programs. As a result of providing this service, over 10 programs were specifically designed to enhance public awarness and outreach. Due to budget cuts, the Public Education Officer position was cut from the Fire District Staffing Table. Programs have been diminished or cut altogether due to not having adequate staff to perform the duties. Personnel considerations: Restoring Public Education Officer position for one year to fire staffing table.
Expected measurable outcomes: The project is specifically designed to provide a full-time public education officer to the Fire Prevention Division of Sedgwick County Fire District #1 (SCFD#1). This individual is a necessary component of the Division's long standing commitment to offer exemplary programs to both children and adults. If successfully funded, the Division shall: (1) enhance the highly successful fire safety clown program, (2) continue the state-wide recognized 5th grade fire safety exposition conducted annually during fire prevention week at the Sedgwick County Zoo, (3) resurrect the senior citizen fire awareness program which has languished in recent years, (4) continue the Roody-Doo class assignment project for 4th graders, (5) stimulate the Adopt-a-School program, consisting of a "hands-on" educational program in a fire station which, in some cases, provides a free meal to disadvantaged kids, (6) provide smoke detectors, utilizing Department on Aging and similar funds to indigent/elderly families, (7) continue its membership in the Y-FIRE coalition designed to ameliorate the problems of juvenile fire-setting, and (8) continue to conduct fire extinguisher training classes for government/private sector agencies.
Alternatives: The Fire District cannot pursue grant funds and the programs will be continued to be done on a significant smaller scale.
